[ale] Downloadable CIDR network calculator

Hi all,

I've created a downloadable CIDR (Classless Inter-Domain Routing)
network calculator, whose sole dependency is Python3. It runs in any
terminal or terminal emulator on any Linux or presumably BSD machine.
